NEQ and Annual Declaration
Obtain and maintain the Quebec enterprise number (NEQ) and file the annual declaration.
What is the NEQ?#
The Quebec Enterprise Number (NEQ) is the unique identifier assigned to any organization by the Registraire des entreprises du Québec (REQ). It's a 10-digit number.
Must a condo syndicate register?#
Yes. Since April 1, 2023, all divided-ownership condo syndicates in Quebec must be registered with the REQ. This requirement comes from Bill 78 (2021) on enterprise disclosure.
Syndicates registered before 2023 don't need to re-register — they already have an NEQ. Check yours at registreentreprises.gouv.qc.ca.
First registration#
Gather information
- Exact syndicate name (as in the declaration of co-ownership)
- Building address
- Names and addresses of board directors
- Incorporation date (notarial declaration of co-ownership)
Submit the registration declaration
Online at the REQ website. Fee: about $45 for a legal entity.
Receive the NEQ
Issued within 1 to 5 business days. Keep it handy: it appears on most of your legal documents.
Publicly disclosed information#
The following is public once registered:
- Syndicate name
- Address
- Names of directors and chair
- Names of "other persons with control" (Bill 78 — transparency)
Co-owners are not publicly disclosed. Only board members are, since they represent the legal entity.
Annual declaration#
Every year, the syndicate must update its REQ information via an annual declaration. The goal is to maintain an accurate public register.
Fees#
- Annual declaration: about $40 (non-profit legal person)
- Late penalty: $20 per month
Deadline#
The deadline depends on the registration date. REQ sends an email 2 months before.
What to verify#
- Current address
- Serving directors (from the year's AGM)
- Date of the latest AGM
- Any relevant change
In Syndic+#
Settings → Syndicate contains a mandatory NEQ field. Syndic+:
- Stores the NEQ for all official communications
- Reminds of the annual declaration deadline (3 months in advance)
- Generates a pre-filled summary with directors to declare
The NEQ automatically appears on syndic certificates, meeting convocations, and assessment notices generated by Syndic+.
Penalties for non-compliance#
- Potential fine: $500 to $5,000 per offence
- REQ deregistration after 2 years of non-declaration
- Inability to obtain certain contracts (public institutions)
